Mission Statement
The Finance Department coordinates the City's budget preparation, financial reporting, and fund disbursement in accordance with adopted fiscal policies and internal control procedures.
Responsibilities
Financial Planning & Reporting — Annual budgets, mid-year reviews, ACFR preparation, audits, interim financial reports, and fiscal impact analyses.
General Accounting — General ledger maintenance, bank reconciliations, purchasing policies, property management, and historical financial records.
Investments & Debt Service — Investment portfolio management, banking services, project financing, and bond covenant compliance.
Accounts Payable — Vendor payments, regulatory filings, and contract pay estimate reviews.
Goals
- Maintain a balanced budget that preserves fiscal health and critical services
- Develop 5- and 10-year pro-forma projections for all funds
- Continue issuing ACFRs meeting GFOA excellence standards
- Update accounts payable and purchasing procedures
- Develop a fleet and equipment funding policy for City Council
- Review fiscal impacts related to future development, including the hotel/water park and Family Entertainment Zone (FEZ)
