Groundwater Management & SGMA

Effective as of January 1, 2015, the Sustainable Groundwater Management Act (SGMA) established a regulatory framework requiring local agencies to manage groundwater through the development of Groundwater Sustainability Plans (GSP). Under this law, local entities can assume management responsibilities by forming a Groundwater Sustainability Agency (GSA).

Local Implementation and Collaboration

In December 2016, the City of Manteca elected to serve as its own GSA within city boundaries. To address the broader needs of the Eastern San Joaquin Subbasin (Basin No. 5-22.01) – which the California Department of Water Resources has designated as one of 21 "critically over-drafted" basins – the City joined forces with 15 other local agencies, including the Lodi and Stockton GSAs.

Together, these 16 members formed the Eastern San Joaquin Groundwater Authority (ESJGWA). This authority was created to:

  • Coordinate sustainable management across the subbasin.
  • Develop a single, unified Groundwater Sustainability Plan.
  • Oversee the plan’s adoption and implementation, which began in 2020.
