Manteca Traffic Calming Program

Traffic calming involves the combination of mainly physical measures that reduce the negative effects of motor vehicle use, alter driver behavior, and improve conditions for pedestrians, bicyclists, and other non-drivers.

The purpose and goal of the Manteca Traffic Calming Program (MTCP) is to preserve and improve the safety of residents within neighborhoods by reducing traffic volumes and speeds using enforcement and traffic calming measures.

Engineering and Traffic Survey for Speed Limits

The Engineering and Traffic Survey is intended to serve as the basis for the establishment and enforcement of speed limits for selected streets within the City of Manteca. The survey below was developed and calculated by the City and independently collected by a private consulting firm.

Local Roadway Safety Plan (LRSP)

The intent of the LRSP is to create a greater awareness of road safety and risks, reduce the number of fatal and serious injury crashes, develop lasting partnerships through collaboration among professionals in various disciplines, support for grant funding applications, and assist in prioritizing investments in traffic safety throughout the City's transportation network.

Active Transportation Plan

The active transportation plan (ATP) is an important step toward making walking and biking safer, easier, and more enjoyable for everyone. The plan will help make the City eligible for new funding to create new trails, sidewalks, bike lanes, and other improvements for bicycling and walking. The plan will support applications for funding from the statewide Active Transportation Program and other sources of funding.

Pavement Management Program

The Engineering Department maintains pavement management data to analyze roadway conditions and traffic volumes and scientifically determine the best order of maintenance for each segment of roadway in the City of Manteca.

Quality Assurance Program

The purpose of this program is to provide assurance that the materials incorporated into the construction projects are in conformance with the contract specifications.

HAWK Pedestrian Signal — Main St & Edison St

The HAWK pedestrian signal is designed to assist pedestrians when crossing at crosswalks. Its official name is High-Intensity Activated Crosswalk (HAWK) pedestrian signal. The City of Manteca currently has one HAWK pedestrian signal located at the intersection of Main Street and Edison Street, activated on December 22, 2025.

How does a HAWK Pedestrian Signal work?

The HAWK signal rests in a dark state, allowing normal traffic flow. In its resting state, the HAWK displays a constant "Don't Walk" indication until a pedestrian activates the system.

When a pedestrian presses the button, approaching drivers will see a flashing yellow signal indicating that they should reduce speed and be prepared to stop for pedestrians. The signal then changes to a solid yellow, then a solid red light, requiring drivers to stop.

Once the dual red lights begin to alternately flash, motorists must treat it as a stop sign: stop first and proceed with caution when the crosswalk is clear. Vehicles must stop for pedestrians but are permitted to proceed during the flashing red phase if there are no pedestrians in the crosswalk. When the signal is dark and the pedestrian crossing has completed, vehicular movement can continue through the crosswalk.

Accessibility Features

The HAWK signal is equipped with an accessible pedestrian push button that provides information indicating when the WALK signal is active. An audible tone helps visually impaired pedestrians locate the push button and safely use the crossing.
